This document is the second and concluding document of the Special Committee. Mr. Leslie Munro was assigned the task of watching and reporting on further developments on the situation in Hungary. The United Nations General Assembly would continue its commitment to be the voice of the Hungarian people, a voice that had "been stifled by the Soviet oppressors". While the first Special Report was considered by the Assembly on 14 September 1957 and was based mainly on examining the evidence of eye witnesses, this report was based on official Government texts and communiqués, and in reports in official Hungarian newspapers.
